There is one for each version of Sins you have, and are named Sins of a Solar Empire Dev.exe. The Developer.exe is a modding tool that can be found in your main Sins of a Solar Empire folder along with the regular game.exe. Tested on Diplomacy 1.21/1.31 against normal/hard AI on a 1v1 map. Since I noticed no one has really mapped out and explained all of the developer.exe's features, I'd thought I'd do it myself.
